The Enugu State Government has expanded its ongoing Survey Records Digitization Programme with the approval of 45 additional layouts for compulsory revalidation and digital conversion raising the total number captured under the reform to 150 across the state.
Announcing the approval on Friday, the Surveyor General of Enugu State, Surv. Chime Justus U., said the exercise forms a key part of Governor Peter Mbah’s land administration reforms aimed at creating a transparent, fully digital and verifiable system that secures property ownership and eliminates document manipulation.
He noted that the expansion became necessary following the volume of unverified and outdated layout records slowing down land transactions in the state.
The newly approved layouts cut across both government and private estates in Enugu metropolis, Nsukka, Nike axis, and other rapidly developing areas.
Major government layouts now added to the programme include New Haven Layout, Thinkers Corner Layout, Achara Layout, Maryland Layout, Elite Estate, Nkpokiti Road Pocket Layout, Corridor Layout, Old GRA Nsukka, Sun City Layout, New GRA Trans-Ekulu, New GRA Nkpunano Nsukka, and Republic Layout Phases I–III.
Private layouts now cleared for compulsory revalidation include Palm Beach Obukpa Nsukka, Unity Estate Ugwuogo Nike, Agbour City Layout Extension and Phase II, Mountain View Layout, Majority Layout, Coal City View Estate, Peace Garden Estate, Charity Layout, Diaspora Gardens Estate, Trans-Iyoku Layout Extension, Hilltop Layout Amakpaka Nike, Riverside Layout Ogbeke Nike, Agbor–Obimo Community Layout (A–F), Royal Estate Ibagwa Nike, Premier Layout (Main and Extension), Ako Nike, City Estate, Unity Estate Umuchigbo Iji-Nike, Trans-Eva Layout, Heritage Estate Onyoho Nike Phases I & II, Equity Estate Phase II, Trans-Aerodrome Phase II, Eziama Community Layout Phase I, Zion Estate, Sunshine Estate, Sanctorum Estate, Reality Estate, Paradise Estate, Merit Estate, Anointed Estate, and Umunameze Community Layout Estate.
Surv. Chime added that all landowners, estate developers and plot holders within these layouts must submit their survey documents for verification, revalidation, digital plot mapping and issuance of new electronic survey plans. To ease the process, the state has designated multiple revalidation centres, including the Office of the Surveyor General, ESHDC Headquarters, ENGIS Headquarters, Nsukka LGA Secretariat, and Enugu East LGA Secretariat, alongside accredited private partner agents.
The government also fixed December 31, 2025, as the deadline for compliance. After this date, any layout not revalidated will lose official government recognition, and all plots within such layouts will be classified as unverified in the State Land Database — a status that may delay or hinder land transactions, approvals and processing.
Residents are encouraged to visit the designated centres or licensed agents to complete the process promptly. The Surveyor General said dedicated enquiry lines, 0916 101 0179 and 0916 101 0168 —have been provided to support the public throughout the exercise.
