Anambra Guber: YPP Candidate, Chukwuma Unveils ‘HIS’ Agenda

The Young Progressives Party (YPP), candidate for the November 8 Anambra governorship election, Sir Paul Chukwuma, has unveiled his three thronged development plan for the state.

Chukwuma unveiled the plan tagged, “HIS” at a midday interaction with Academics of Higher Institutions in Anambra state, held at ASUU Secretariat, Nnamdi Azikiwe University Awka, on Tuesday, October 14, 2025.

He explained that the ‘HIS’ – Human Capital Development, Infrastructure and Security, will prioritise skill acquisition, mentorship, capital endowment, advancement of trade and commerce, Infrastructural renewal, education support and security.

The YPP candidate said he will redefine trading in major markets in the state and make them hubs for human development, capital regeneration and empowerment.

According to Chukwuma, he will modernise and revive the dying Igbo Apprenticeship system (Igba Boi) through the establishment of a catalyst agency, with a take-off capital of 200 billion Naira.

“The funds will serve as revolving capital, not handouts. Beneficiaries will access loans to establish their businesses and are expected to repay so others can benefit as well. This will create a sustainable economic cycle,” he said.

To facilitate trade and commerce, the Umueri born politician noted that he would collaborate with the Federal Government to put life to the Potential OSEAKWA Seaport that was abandoned in 1959 by the Nigeria government, as it is only 18 nautical miles to Atlantic Ocean, with a depth of 20mft.

He reasoned that with the seaport, several jobs would be created in marine business, oil and gas, power, housing, agro-food industry, among other things, while businessmen from the southeast and South-south regions and other parts of the country, will find it attractive to run businesses in the southeast.

The first class educationist vowed to tackle insecurity and power headlong, describing them as the key drivers of development.

He further stated that his administration will address insecurity by dealing decisively with the immediate and remote causes, through security mapping, localisation of security, deployment of technology, job creation, empowerment of security agencies, judicious use of security vote and the political will to take hard decisions.

The YPP governorship candidate, took at jab at the governor of the state professor Chukwuma Soludo, questioning what he has used the
N4bn he allegedly receives every month as security vote to do.
“We are having insecurity because we have refused to apply the money meant for security for the purpose. Anambra receives N4bn as security vote every month.”

The Pro-Chancellor of Olivia University, Bujumbura, Burundi, declared that Anambra would be on its way to uninterrupted power supply within the first two years of his administration as he has gone to Geometic power and China to study how to solve electricity problem in the state.

According to him, his plan for three mini power grids will produce power for industry, which will facilitate his agenda for industrial parks in the three senatorial districts in the state.

Sir Paul Chukwuma reiterated his vision to emancipate local government for grassroots development, by entrenching financial and administration autonomy of the local government.

On workers welfare, the philanthropist said his admission will prioritise the welfare of civil servants and ensure that they have low cost housing and subsidised transportation.

Chukwuma declared that he joined the governorship race because of the enormous developmental challenges facing the state. He said, “while some parts of the state are broken, some are in comatose.” “I am in the race to rescue Anambra ”
